Mandatory Technical Inspections – What Must a Landlord Provide?
Annual chimney inspection. Annual gas installation check. Electrical test every five years. Many landlords don't realise they are legally responsible for carrying out these inspections regularly — and that neglecting them can have serious legal, financial and even criminal consequences.
Which Inspections Are Required?
Chimney and flue inspection — required at least annually for any property with a chimney flue: gas boilers, solid fuel appliances, open fireplaces. Carried out by a qualified sweep or engineer. Without this inspection, your insurer may refuse to pay out in the event of a fire or carbon monoxide incident.
Gas safety inspection — annually, by a Gas Safe registered engineer (or the local certified equivalent). Applies to any property with a gas boiler, hob or cooker. A gas safety certificate must be issued and provided to the tenant.
Electrical installation condition report (EICR) — every five years, or after any significant modification to the wiring. The landlord's responsibility.
Overall building condition check — for owners of multi-unit buildings: an annual structural and technical assessment as required by building regulations, carried out by a qualified inspector.
What Happens If You Miss One?
Neglecting mandatory inspections can result in: fines from the building authority or fire service, insurer refusal to pay a claim following damage, civil liability to a tenant for harm caused by a defective installation, and in serious cases, criminal liability.
A landlord who skipped a gas safety check and whose tenant suffered carbon monoxide poisoning bears responsibility — regardless of whether they were aware of any problem with the installation.
